New ‘Agenda for Change’ mileage rate agreed for those using own vehicles

The NHS Staff Council, which brings together health unions and NHS employers to oversee pay and conditions for those on ‘Agenda for Change’ contracts, has confirmed new mileage arrangements.

Sat 25th April 2026 The PDA

In February, the PDA and other health unions asked NHS-employed members to provide feedback on proposals for a new mileage rate arrangement for those on Agenda for Change contracts that use their own vehicles for work purposes. Following that consultation, the PDA confirmed its support for the proposed arrangements, as did other unions, and the NHS Staff Council have now confirmed that the new arrangements will commence this year.

You can read full details of the new arrangements in the joint statement here.

Discussion on the review of mileage rates began before the PDA Union joined the NHS staff council structures in late 2024, and the PDA Union add its direct thanks to the work of colleagues who have made this new agreement possible.

The next stage of the negotiations will be to review the role of electric and hybrid cars, the Green Fleet, and how to encourage greener alternatives to travel, in line with net-zero strategies. The Department of Health and Social Care have indicated they want to explore a separate rate for electric and hybrid/electric cars.
